Google Announces Gemma: Laptop-Friendly Open Language Model

An open license is a variant of an open source license, with a key difference being that the open license comes with a terms of usage. Google posted about it in their Open Source Blog where they explain that open source licenses in general allow for complete freedom in choosing how to use the technologies.
